Harnett County Schools Finance Department Recognized

Receives awards for financial reporting.

The Harnett County Schools finance staff was one of eight school systems recognized for receiving all three awards during the DPI Financial Business Services Summer Conference.

The Finance Department was recognized for receiving the North Carolina State Board of Education Achievement in Financial Resource Management for fiscal year 2016-17, the 2015-16 Government Finance Officers Association Certificate of Achievement for Excellence in Financial Reporting (GFOA CAFR) award and the 2015-16 Association of School Business Officials Comprehensive Annual Financial Report (ASBO CAFR) award. 

The Finance Department has also recently received notification about the 2016-17 GFOA CAFR award and the 2016-17 ASBO CAFR award. 

The North Carolina State Board of Education Achievement in Financial Resource Management award is presented annually to finance offices when they have shown effective cash management and use of state funds, accurate and timely financial reporting and no salary audit exceptions or position overdrafts as of fiscal year-end.

Harnett County Schools received the N.C. State Board of Education Achievement in Financial Resource Management Award for 2016-17, which is presented by the State Board of Education to school units who do an excellent job in managing the North Carolina State Public School Fund in the following areas:

  • Salary Audit Exceptions or Position Overdrafts
  • State or Federal Position Allotments
  • State Dollar Allotments
  • Cash Zero-Out
  • Invalid Expenditure Codes
  • UERS Data Compliance

    GFOA

    The Government Finance Officers Association established the Certificate of Achievement for Excellence in Financial Reporting Program in 1945 to encourage and assist state and local governments to go beyond the minimum requirements of generally accepted accounting principles to prepare comprehensive annual financial reports that evidence the spirit of transparency and full disclosure and then to recognize individual governments that succeed in achieving that goal. This is the highest form of recognition in the area of governmental accounting and financial reporting.

    ASBO

    The Association of School Business Officials Certificate of Excellence in Financial Reporting (ASBO) is a national award given annually to school business officials who have voluntarily submitted their school system’s Comprehensive Annual Financial Report (CAFR) for review. The ASBO Panel of Review presents this award for those CAFRs which meet or exceed ASBO Standards. 

    This recognition represents a significant achievement and reflects a high level of commitment to fiscal integrity. To receive the award, the district must satisfy guidelines for effective, high-quality financial reporting recognized by school business officials. A district earning the Certificate of Excellence receives not only the award but enhanced credibility for the financial management of its school system.
